5.4. Communication impairment

A communications impairment covers the situation where a person is unable to express their consent easily. In the Project Survey, caseworker organisations and regulators reported no examples of consent complaints regarding people with a communication impairment.

Although this is an important issue it is likely that it only arises in a small minority of cases. As the situation is not included in most data categories there is no data available on the prevalence of this concern. This area may be suitable for further research.
